Class Summary

BmpToGeometry	Reads in an image, detects the bullets and the donuts on it and builds a geometry file (and a default ElectionSpecification)
ContestSymbols	Permutes the symbols as they should appear on each ballot.
Drills	Produces two files with drill coordinates in the paper.
FillInPdfForm
FormMaker	It generates a pdf form as a blank ballot.
